That button is a very recent feature and it simply wasn't around yet in Mint 17 (or 18). But you can select individual installed kernels, and the 'remove' (or it may be 'uninstall') button will appear. There sort of is (Wine), but it does not always work and it's not really recommended for a beginner, as a first step. It's kinda finicky, and as I said, it doesn't always work. There are lots of games that run natively on Linux. Asking 'is Linux Mint not even able to run a game?' sounds somewhat unf...

No, but not all distros are created equal. For older systems, you'll get better results with a suitable distro and desktop environment. KDE may simply not be a good choice on < 2GB of RAM.
