KDE is known as a DE that does not play nicely with Cinnamon on the same installation. If people want to add KDE to Mint, it's strongly recommended to use XFCE as a base.

It sounds like you do not have any version of the WindowsList applet installed and added to your panel. Can you tell us your desktop environment? It is MATE, Xfce or Cinnamon.
