if you are using a mouse with a wheel, press the wheel, and a new icon shows up. you can cause it to scroll down slowly that way. as for just one-line per click, have never seen any way to do that in 30 plus years. I don't get file transfer apps. I plug in a USB cable and I can transfer files much faster than over WiFi and it charges my phone at the same time. I just tried the Local USB Cable on my Samsung Note20 and it does not appear, even though I check ALLOW, back when I have a Note5, yeah, it worked, but...
