What I think has happened here is that you have a network volume mounted at that location /media/ whatever-path. Looking at your diff output, I see that you didnt remove the ; at the beginning of the line. Because of that nemo probably thinks that it is still a comment and ignores it. Just a guess though.

You didnt include the memory size in the system details. If that is less than 2GB then that is the reason. You can check with: Browsing alone will be a heavy task for that machine.

I just checked some live installs of mint. In version 21.2 the owner of /var/cache/apt/archives/partial/ is _apt as expected. In 21.3 the owner is root which is not correct. I guess that is causing it. I not sure where that bug -if it is one- originated though, debian, ubuntu, mint, apt?
