What I think has happened here is that you have a network volume mounted at that location /media/ whatever-path. It's 1gb, There is a 2gb upgrade and an msata ssd upgrade I was planning to get if I could get the touchscreen and the other bits working properly. You didnt include the memory size in the system details. If that is less than 2GB then that is the reason. You can check with:

I just checked some live installs of mint. In version 21.2 the owner of /var/cache/apt/archives/partial/ is _apt as expected. In 21.3 the owner is root which is not correct. I guess that is causing it. I not sure where that bug -if it is one- originated though, debian, ubuntu, mint, apt?
