What happens if you uncheck the box which says "Set date and time automatically:"?

Is there an option in there for toggling on/off Network Time?
If so, disable it, then you should be able to change the time.

Either dragging the text or the icon should work to create a shortcut. But, if you're experiencing problems then drag the icon instead of the text as it should be foolproof.
