I see you're using a lower kernel number than I am. I'll drop to a 3.x kernel and see if I can get access to the dpkg...5.8 version, as it is right now, I can't get it.

Is there an option in there for toggling on/off Network Time?
If so, disable it, then you should be able to change the time.

Either dragging the text or the icon should work to create a shortcut. But, if you're experiencing problems then drag the icon instead of the text as it should be foolproof. I don't have 18 installed, but in 17.3 there's the Login Window applet in the System Settings for enabling/disabling the Automatic Login.
