If the update fails (and they do often enough jumping version numbers) you'll be spending more time fixing it than just doing a clean install of 19.2.

I use Mate, but on a different OS, and probably an earlier version of Mate than what you have on Mint 19.2. So with that said, I'm not sure if this will work on your system or not . I suppose it also depends on whether Mint 19 uses upower or not. You can check in Synaptic if it's installed or not. C...

Well it (Mint 18.x) is still supported till April 2021 so that gives you some time.
