I have three machines here, a desktop running Mint 19.2, a laptop on Mint 18.3 and a Windows 10 desktop that will soon replace my son's W7 PC. Your error messages are reporting a DKMS (Dynamic Kernel Module Support) issue. This suggests that the kernel you are running is conflicting with something built with specific kernel dependencies. Sadly no change, tried a reboot as well, still no change.
At least with my font size set to 12 all of the two offending windows are visible.
I am willing to try other ideas, all of which may help me learn more about this environment.

The real solution is go to the UCP/manage drafts page, then do NOT click on the draft TITLE, look underneath the "Saved at" label, there are two links, "Load draft" and "View/Edit". click the "Load draft" link and you are back to the page with the "Submit" button... User control panel. Been there, done that, etc.
BUT...! The UCP allows me to VIEW, EDIT or DELETE a draft, nowhere is there an option to POST it.
You clearly missed that detail in my original post...

Ok, I have almost completed the writeup of a new topic, I click 'save draft' and my content vanished. I found the user control panel, and my saved draft in it, where I can view, edit or delete said draft, but I cannot see how I can post it. I understand this would not be a problem if it were a reply...
