The LMDE edition didn't have that same issue last time I installed it. It really is too bad that it hasn't been corrected for the Mint installer, and apparently won't be in the immediate future at least.

That's unfortunate and rather discouraging. Mint's current installer bug and the resulting Grub placement into the primary ESP, regardless of any contrary user selection, sure does cause a lot of confusion.

Next time, when you've successfully launched the HP 15's boot options menu with the <Esc> key, try hitting the <F10> key. That should get you into the laptop's UEFI BIOS setup where you can adjust its boot order priority to put Mint (listed as ubuntu) at the top of the list.
