Sorted it: Apparently files in /etc/apt/preferences.d/ have to end with the .pref filetype to be effective. You'll have to force the version, otherwise Mint's packages take precedence. Like I mentioned, I'd like to avoid "Force Version". I may as well install via a downloaded .deb if that's the only way. Issue was resolved by uninstalling:
libreoffice-kde4
And replacing it with:
libreoffice-gtk3

Oops, sorry. I'm on Linux Mint 18.3, which is Ubuntu 16.04 LTS. I got them mixed up when I posted that. My DE is KDE, & it has a theme with a transparent panel & panel-related menus are transparent as well. Apparently now whatever property governs them affects LibreOffice's menus as of the recent up...

This is what all the LibreOffice menus look like now. I think it was yesterday or the day before I saw it get updated.

You need to run a number of GUI applications in a root context on user login? You should reconsider your software infrastructure, something doesn't seem right.
