I see no reason why you can not install a Wifi driver from a DVD. But if you can not, simply copy the driver from the DVD to your Download folder and I am sure you can install the driver from there. If your environment is at home with you own router, I would think your router has Ethernet collection...

I have linux mint 19.1 cinnamon installed in English and have add Korean as my second input language. To toggle between these two languages I press the shift+space bar keys and this works for me. I use IBus as my input method. I have been able to use this configuration since linux mint 17.

Just to give you addition assurance, I have used the three commands in jimallyn 's response to install clipgrab on several Linux Mint Cinnamon 19.1 computers and these commands installed everything that was needed.

According to my internet search the native resolution of your computer is 1280 x 800.
You can select the resolution in System Settings > Display. ( this how to do it in Cinnamon, maybe someone can provide the Mate answer)
If you can not change the resolution, I would suspect the driver for your video.

I would expect this new option under playback does not apply to watching live TV programs.
