Neither of the above commands worked, the same dd process was still writing to the same file after, for example, when specifying 10 seconds. I instead used split to read from video0 and write to multiple files of a fixed file size. This works fine.

I found something similar to MSI Afterburner and RivaTuner... on Linux! It's called CoreCtl and I'm 100% confident this will resolve my Radeon power consumption issue with certain games. Looks like a fantastic program. Hopefully this helps others as well.

I'm happy to report Sliver-X has resolved this issue! He used an older version of the source code before the code was messed up in Linux 4.10. Works for me!
