I've been running Linux Mint Cinnamon v18.1 on my computer for some time now. I just downloaded Linux Mint cinnamon v19.1, burned it onto DVD and went through the usual installation process onto a new 970 EVO NVMe M.2 SSD that I just put into the computer before I booted up on the v19.1 install DVD....

On the default hosts file in Linux Mint, the machine name IP is 127.0.1.1 which is different to that of localhost 127.0.0.1 I would use that on your Mint machines. Wow, that's interesting! Out of curiosity, could you post the results of inxi -Gx here to see if your card is recognized correctly? To list all attributes that contain 'fan', nvidia-settings -q all | grep fan . If you only see attributes containing '[fan:0]' then I think your out of luck as far as controlling the other two...
