Good catch. Apparently that didn't get installed when I upgraded from 19.3 to 20.
Installed the 5.4 kernel through the upgrade manager, restarted, issue went away. Nemo must have been calling something that wasn't present in the old kernel.

Some laptops are hardcoded to only boot the windows bootloader off the m.2 slot, but can boot anything off the SATA slot. You seem to have one of those beasts.
