Thank you again for investigating my feedback and coming up with a global theme solution.
Made the changes you suggested and now Nemo is "pixel perfect" when I switch from Mint-X to Mint-Y without having to copy each theme individually and putting a change in it.

Hello All: Calling on the superior knowledge of someone who might know how to achieve this. Looking to make the vertical spacing of items in the Nemo Panel the same in Mint-Y as it is in Mint-X and Arc-theme. See screen shots. I know this is a little late in reply but have you tried Pulse Audio Volume Control?
pavucontrol is the name it is also known by. This gives your more options and lets you set the default inputs and outputs when you have multiple devices. Also known as "fallback"

Have you tried installing Pulse Audio Volume Control and are see the microphone under the Input Devices tab?
Click "Set as fallback" and exit.
You should be able to use it now.

Use:
$ apt install pavucontrol
To install it.

Have you tried turn OFF lock channels together (the little padlock) , check "Set as fallback" and exit in Pulse Audio Volume Control?

Have you tried installing and using pavucontrol? I find that Pulse Audio Volume Control helps resolve issues on computers with multiple input and output sources.
