don't have cinnamon so don't know where window manager settings located. switch to compton. you haven't provided any information about your system. do you have any drivers in the driver manager?

I'd go into Chrome settings and turn off acceleration. It doesn't work in Linux anyway. FF is the same. browser acceleration DOES work in linux provided you have the correct graphic drivers. my youtube/chrome is high cpu if acceleration is OFF and the latest adobe flashplayer/FF/palemoon uses more ...

create a new user with admin rights and try that out for a few hours to see if it's hardware or your mint profile (you can delete the user later)

clear your recent history in browsers make sure select since beginning of time. turn off your ISP router/modem for about 2 minutes. what is your ISP speed?

sounds like hardware failure. you need to open PC Case blow out all dust.
