i would first check and delete the extra leftovers and uninstall extra kernels you have.
in /boot/ folder how many kernels do you have? how many files starting with initrd.img- are there?
also in var/cache/apt/archives/ and var/cache/apt/archives/partial/ you can delete everything

did you forget your root password? does apt update work in Terminal there's a workaround of editing files on root partition, just boot with a live mint and edit it that way if i remember correctly the live mint will not ask you for root password. but the command @JeremyB posted will not work in live...

you installed a new OS, then tried to go back and reinstall a previous OS.... i delete and install a new OS quite often for testing and then always restore it to mint 19 cinnamon with no issues. as along as you have the correct settings and location in Timeshift it will restore your snapshot quite ...

it is asking for the root password (just as windows wants your admin password) do you know your root password?
