Not Shift-PrtScr
Not Alt-PrtScr
and was given the option where to save the file.
After that, when I start the Screenshot app started working as before the upgrade.

upgraded from 20.3 to 21.3 and Screenshot app doesn't work
The screen briefly flashes, but the screenshot PNG file isn't being saved.
In 20.3, it would ask me where to save it.
So, I thought it was being saved to Pictures.
Nothing there.
I did install Flameshot, but I would like to get Screenshot working.

Well, the kernel option is in place, so that's not it. You didn't give us the systemd-analyze output (you included only the blame part) so it's not clear how long the kernel actually hangs, but your inxi output shows that you didn't install any updates, so maybe try that first, that might just fix ...
