Since there is no mint-meta-kde package for Bionic/Mint 19 you are "on your own" trying to integrate Mint apps into the KDE environment. It might be possible to download .deb packages from the Mint repos and install them? I wish you the best of luck!

The "glow" is desktop theme dependent different desktop themes use colors to show active/inactive or background programs/apps.

IMHO it would be wise to wait until the 18.04.1 release of Ubuntu/Kubuntu to try to install KDE on Linux Mint 19. The people here more familiar with Cinnamon say that is a definite No-No! The 2 different desktops do not play well when installed together. But if you decide to proceed then back up everything of importance and be prepared for it to not work.

I am still very pleased with my "FrankenMint" (Mint + Neon User Edition repos). But when the 18.04 version of Neon is released I will bid adieu to Mint as my main distro. Have you tried changing graphics settings (Compositor) in live session? It seems that I also experienced minor tearing in live session unless I changed from OpenGL to XRender. After doing a lot of research I think that my new KDE distro of choice will be KDE neon. The developers of the neon project have been quite surprised at the popularity of neon and are quite excited about the future of Plasma across all platforms. KDE Plasma and Gnome are vastly different as to how you can create/configure panels. The KDE wiki offers more info on configuring Plasma than Mint specific can because of the number of different DE Mint supports.
