Was it coming up before? Did you try pressing "ctrl+alt+t"? Are you using Cinnamon? Can you press the Windows key and type "Terminal"? If you're using the default terminal in Mint 18, press "alt=f2" then type "gnome-terminal"

Your system is extremely new, even for Mint 19 at this point. Did you updated first the BIOS to the latest version?...
