Terminal's command shortcut

Good morning !

Does anyone knows a way to create a terminal's command shortcut based on CONTROL+V contents ?

for example .... if i have "127.0.0.1" copied ( thru control+C ), how could i code a script to lunch a terminal with the command "ping 127.0.0.1" ??

sorry, i made a mistake in my question... i want to DECREASE .....

Is there any way to decrease load time spent during the start of a WINE app ?
for example Notepad++ takes around 20 seconds to open during the first time....
is there any way to make it faster ?

Good evening everybody....

I have installed wine-4.0 in my Linux Mint 19.1 Cinnamon.
I also installed Notepad++ and it works fine.

1) How do i associate the text files to automatically open with Notepad++ ?
2) Is there any way to speed up the time that notepad++ takes to open ?

I was only able to connect and use the Simple-Scan successfully thru terminal, using the Sudo command

$ sudo simple-scan

How can I change shortcut to allow Simple-Scan to connect with the scanner ?
