Yes, I'm running 19.3 and excluding xorg-server-hwe 18.04 I have all other updates installed. It is now working correctly but if I install xorg-server-hwe 18.04 then I see the problem immediately after a reboot. I still don't know who or how to notify - I suspect this update originates from Ubuntu.

In my case this was caused by yesterday's xorg-server-hwe 18.04 update - all the other updates from yesterday are re-installed and everything is working correctly. OK, this is a 'me too' post, but I think the people reporting this problem are correct and it isn't hardware related.
I noticed this after yesterday's updates and I have just resolved it using Timeshift to roll back to 15th Jan.

@VanessaTL For readability in general & coding in particular, I have installed Monaco font on my Mint 19.2 Cinnamon. I have it set for Default font, Desktop font, Document font, Monospace font & Window title font. I like the clarity, slashed zero, no confusion with upper case i and lower case L etc....
