... and I used Software Manager to install libreoffice-help-en-gb v6.4.4~rc2 and local help now working.

I installed using via Launchpad PPA update.

The bug report starts off by saying
In the latest PPA release of Libreoffice ...
then later they talk about .deb files. The snap version is mentioned as OK, so perhaps they consider the .deb and PPA to both exhibit the Help problem?

Yes, I've just realised that the local Help files are broken with LibreOffice 6.4.2.

This launchpad bug report seems to address the issue:

I've investigated which LibreOffice PPA's worked OK or gave me problems, based on updates to three different PCs. This may be of help to others experiencing this problem. - .... Hmm, I'm puzzled. I had this same problem on my desktop PC 3 days ago and managed to recover using smurphos' fix. Looking back in the Update History, the errant LO PPA was version "1:6.4.2-0ubuntu0.18.04.2" When today my laptop was offered the LO PPA update "1:6.4.2-0ubuntu0.18.04.3", I also assumed...

Many thanks to smurphos for providing a detailed fix for the LibreOffice 6.4.2 upgrade issue. (Thanks also to others that made positive suggestions). I'm using the PPA like you.

This is the first time an LO update has caused me problems. I could roll-back with Timeshift but would prefer to find a fix for what has gone wrong.

Exactly the same thing has just happened to me when upgrading to latest LO. LibreOffice now out of action.

Just noticed the item "Shutdown timeout" in the Release Notes for LMC 19.3 Cinnamon

For your convenience, the shutdown timeout is reduced to 10s in Linux Mint 19.3.

Another approach is to use Font Manager GUI from SWM. With this tool you can easily disable all the fonts you don't want. Then if you change your mind simply re-enable. I've uploaded a sample of the dashcam .mov footage for perusal of format. Given that smplayer handles the .MOV files OK, and that the root problem probably lies with the nvidia-304 driver and with no resolution likely, I think I'll stick with smplayer as the workaround.
