Try gsettings reset-recursively com.linuxmint.mintmenu.plugins.applications, see if that fixes it.
mintmenu --reset for a more drastic solution (all of it's settings...)

Try sudo chown -Rc $USER:$USER $HOME at first in case permissions somehow went foobar...
You could also re-install it as well, apt reinstall mintmenu
Do you recall if maybe you've tweaked / fiddled around with Python-related packages?

...your laptop appears to be some kind of rebranded Clevo, and also comes with a Coffee Lake processor. Try installing kernel 4.18.
In the past, quite a few Clevos needed i8042.reset in grub's parameters for the touchpad to be recognised, maybe you'll stand lucky...

redlined: no idea myself how overlayfs works - i'm not that advanced by any means, pretty much all i know about it is that such gets mounted when inside live environments. Ie. i really can't tell such is an inxi bug...a quirk / inherent limitation posed from overlayfs...or even both. But in any case...
