Yeap. Try the above, and if still experiencing issues getting into the desktop, try instead adding both nomodeset & iommu=soft (you know now how to do such both temporary or permanently). (eg. GRUB_CMDLINE_LINUX_DEFAULT="nomodeset iommu=soft quiet splash"). Then post inxi -Fxz , for people around to...

Weird, very weird. Above should certainly work with kernels 4.15 (even earlier ones actually),
and with earlier Mesa versions since quite a few yrs, so myself I'd suspect the ppa myself for not playing as it should...

TLDR: if iommu=pt and/or iommu=soft don't do the trick due to the filesystem having been corrupted above, restore / reinstall, but do add them to grub afterward...

If i'm reading your mb's manual correctly: M.I.T., Advanced Frequency Settings, Advanced CPU Core Settings, SVM should be set to enabled. This has nothing to do with Windows though, it's 'Defender' / whatever... The signature complaint is related to Secure Boot & modules signing.
