Yep,it is for Intel. I've also found a few XML config examples.

I am fairly certain i5 is Sandy Bridge and mine is i5.

I think I read that Thermald is included with installation and if so does it load at boot?

If it doesn't load at boot how can I include it to start at boot?

Are there options in Thermald like having it take over some of the kernels job?

It didn't take very long, about 15 minutes to save to Google Drive. This computer is doing it over wireless and I get about 100 Mbps down and 6 up. Ethernet gives me about 250 DL and 6 up. No there isn't a downside as long as you are actually using Mint 19.X and not Mint 20 because using an old 18.04 package for Mint 20 xorg may cause unexpected issues.
