I never did find an explanation how to remove the ellipses on open windows buttons in the panel. I was able to make other windows or elements stop using ellipses (that also used the Pango ellipsize feature) by changing the "MODE" from "END" to "NONE." But it didn't work...

Uh, oh. I was afraid an answer to this question might be obscure. Truncating labels - replacing w/ dots (doesn't save any space) on open window buttons in the panel may be buried in Fx code. I couldn't find anything on the web.
