The OP does not make sense: there is no version 16.4 of Linux Mint, unless the OP means Ubuntu 16.04 or a Mint version based on Ubuntu 16.04. If the OP is using an Atom netbook which originally came with Windows XP it will be a very old and very slow machine. It won't be good for much apart from bro...
