Fortunately downloading helps as a workaround method. That's nice. I have often downloaded videos myself as well to prevent video from online stuttering / screentearing. Sometimes though Firefox Preferences can be changed, which might have a positive effect on screentearing as well. It's a quick fix...

It happened to me a few days ago. I simply (temporarily) changed the 2 download mirrors in Menu / Software Sources. Had instant FAST download speeds after I changed the download mirrors.

What I find interesting is that my father's computer was updated to 19.2 on the same day, and he doesn't have any issues with tray icons. (He only has the default tray icons). I have "Timer with Notifications" and "Redshift" added to mine. Perhaps this issue only affects users with additional icons...
