If that adapter didn't work out-of-the-box then return it and get something else. It's a major task to troubleshoot it or fix it by compiling your own version of the drivers.

I don't have first hand experience but I read that transparent socks5 proxy utilities are available. Do a quick web search and see what's out there. Otherwise you could also use a VPN to alleviate the restriction on your network.

I am not familiar with the modems that you mentioned, but if they have external power supplies, like wall mount plugs, they would be the first ones to go in the event of any troubles with the power. Where I live after each storm I have to replace a bunch of those power adapters, but it rarely happen...

I finally figured out the problem thanks to this: https://bugzilla.xfce.org/show_bug.cgi?id=11627
It turns out that it's an xfce 4.12 bug and there is no fix. But there is a workaround which consists of assigning xrandr --auto to a key so that when video output is lost it can be recalled.

It has to be possible as I was able to keep the video output alive when booting one of these machines with a Windows 10 setup dvd.
