See if you connect to wifi without the usb adapter. Remove it & reboot. The instructions you followed were for the internal wifi adapter which is the one I thought you were trying to use.

Try the lowest speed available. Also, see if your adblocker or an extension is slowing things down. what do you mean lowest speed??? You mean quality?? I am not watching from an internet browser.. I don't think the adblock is messing with the vlc or the popcorn time application.. I have no problem ...

One easy thing that sometimes gets overlooked is check for a physical switch or an Fn & F key combo to turn wifi on.

A few sites mentioned a need to update the kernel to 5.0 or higher. You can try that or just wait for further advise from others.

You didn't say which Realtek you have, but see if this helps:

Also, be sure secure boot is disabled in Bios.

Did you download Mint from the Mint website or somewhere else? I'm guessing maybe you got a bad download. I'd try a fresh download & install again:
