An image is worth a thousand words. You can quickly take an overall look at your software sources by going to:
Menu > Administration > Software Sources.


Click on the different tabs to check your official repositories, PPAs, etc.

I think that issue is probably caused by your Applications theme (GTK theme). Try another set of selections in Menu > Preferences > Themes ... (Advanced settings...) Save yourself from the headaches and just backup your data first, then reinstall mint and pick the encrypted home option presented during the setup process. Then you can copy your data back.
