After several hours searching (and there are many, many suggestions out there that did not work for me), I found the one that finally did.

Right click on panel.
Click on Troubleshoot.
Click on Restore all settings to default.

The sound icon is back on the taskbar.

Linux Mint 18.3
Cinnamon 3.6.7

I messed up and removed the sound icon from taskbar (bottom right).
I've been looking around for awhile, but no luck.
Any help on how I can get it back is greatly appreciated.
