I do agree that UTC is better since its universal and we dont have to know which timezone was used when timestamp was saved or whatever it was used for, while local time is...well just local... Windows has CTRL+SHIFT+ESC shortcut that opens Task Manager, i suggest mint does the same for System Monitor. Im on 18.2 cinnamon but these is suggestion for all flavors that dont have these keyboard shortcut.

Probably not what you like to hear, but did you try to hook it up to machine with Windows OS? Im pretty sure you have better chance to open it like that, not to mention that you can run chkdsk to scan and fix (possibly) fix errors. My OS failed few times over the years and i always just hooked it up...
