AMD dropped linux support for your video card a while ago. Your radeon/ati drivers that are included within the linux kernel are the best that you can get.

(Suggestion: If you don't like it, talk to AMD support)

Try this . .
This terminal command will remove that file from the apt archive, so next time apt will need to download a fresh deb file.

sudo rm /var/cache/apt/archives/linux-image-4.15.0-45-generic_4.15.0-45.48~16.04.1_i386.deb

PS: No, PPA's are for Mint's Ubuntu compatible versions, not for LMDE.

If you hold down the Alt key, you can click-and-drag from anywhere inside the window. You will be able to use this to drag the window up and get to the buttons. :-)

Make sure you are using /dev/sr0 as the target in the Application you are using (usually in preferences) . . NOT /dev/dvd nor /dev/cd.
(that's a zero, not a capital o)

driver : nvidia-driver-415 - third-party free recommended
I suggest installing it using the Driver Manager program.

I don't see the 1410, but I do see the 1422. Which just may use the same driver. :?

Why are you "unable" ? Does it give an error message? What is the exact error message?

Try using the Software Sources program to choose a different Mirror Server.
