I have LM 20 running on 2 Dell laptops (1 13 years old, 1 8 years old), 1 Toshiba (5 years old), 1 Sony Vaio 10 years old, and 1 Asus 5 years old.
Lots of choices.
I would get a used laptop with an i5 or i7 CPU, 16-32GB RAM, SSD, and an Intel video card.

Check and/or replace the CMOS battery on the mobo with an Energizer or DuraCell. Lifespan is usually 3-5 years.
Disable hibernation.

Personally, I would do another "clean" install (without any USB devices attached, except for a Live LM20 USB for installation), as it seems that the USB bus configuration didn't go right during install.
I've experienced that before.

IF USB devices are attached to a hub, maybe the hub is caput! If USB devices are not recognized after plugging each one separately into your pc, then a re-install of the OS may work, as sometimes an upgrade/install goes south. IF you partitioned your HDD with "something else" during install, your /home or /root folder may be full.
If so, open Gparted and resize either folder.
Gparted will show the status of your HDD.

Run Memtest to check whether the RAM is bad or not.

Reboot.
Press & Hold Shift key until Grub menu appears.

Ditto.
I upgraded 3 laptops from LM19.3 to LM20, so many problems, which much of them I resolved. But, I finally threw in the towel and did a "clean" install via USB flash drive.
Presto! Good to go. All problems solved.

I had issues upgrading from LM19.3 to LM20. But that was not one of them.
I finally downloaded the LM20 iso, burnt it to a USB flash drive, and did a CLEAN Install of LM20, AFTER I backed up my critical info.
Everything works fine now.

I upgraded from LM19.3 to LM20, and my LUKS partition works fine (encrypt and decrypt). But, my LUKS partition is on a separate (Data) partition, not on the OS partition. Since you did a fresh install from the USB flash drive, did you install Grub on the /dev/sda drive? Not /dev/sda1, etc.

I just reverted back to LM19.3 Mate from LM20 Mate via a Timeshift backup.
I was running LM20, then opened Timeshift, then selected the LM19.3 (tricia) backup, then clicked Restore.
Timeshift restore comleted, laptop rebooted.
Flawless, everything works fine.
