Have you tried all versions of Mint since 17? Maybe you could go back to 18.2.

Maybe you could find a video card which would work in Mint 18.3, which would result in this monitor working.

I purchased an Acer 23" monitor from Best Buy. Works perfectly in Linux Mint 18.2 xfce, as well as Ubuntu and Xubuntu. No intervention was required on my part. It just worked.

You plugged your new monitor into a USB port?

If you are trying to restore files, you should be able to copy them from the backup image to the appropriate folders on your hard drive.

I believe you can mount your backup image as a drive, which should then allow you to copy files from it.

Get a powered USB hub, that is, one that has its own power with its own AC adapter. There is not enough power in the hub you are currently using to power the mouse, the keyboard, and the DVD drive all at the same time.

Add the printer again in Mint. See if the newly-added printer can print. If so, then delete the old one.
