This is solved of sorts. I exported my bookmarks and passwords to files, uninstalled Firefox, installed Flatpak Firefox, then imported bookmarks and passwords. I remain to have no idea what the actual issue was, this was a workaround rather than a fix. Many thanks for the help.

Probably either the wrong Firefox package (the Ubuntu one) is installed. If the first command shows Firefox is also available from the Linux Mint repository, the solution would be to run apt purge firefox* and then apt install firefox. I was using Mint Mate 20.3 and I used the upgrading tool to upgrade to 21.0 which I've since updated to 21.1
I can only assume that my Firefox has not been updating for some reason.

When I use Help - About Firefox it tells me that my version is 103.0 though is why I said it's a later version.

Flatpak Firefox (Solved)
What's the wisdom on Flatpak Firefox ? It seems to be a later version and I've seen it claimed that it updates quicker. When you install it can you import settings from your existing Firefox ? Do you delete your existing Firefox ? I'm uncertain how to replace one with the other, any advice welcomed.

The main issue here was that I did not have the package Network-Manager-Gnome installed. Without it Network Manager did not have the tab VPN. The Zoog instructions are generalised Linux instructions that do differ from Mint 21 MATE but are not so very different that they cannot be worked out provide...

The Zoog instructions for this install bear scant resemblance to what I'm finding on Mint 21 MATE. I have emailed Zoog support for their comments.

Hmmmmmmm, I'm running a Core 2 quad which must be circa 2009 and an i5 which must be circa 2012 nonproblematically, indeed I'm happy with the performances.
