On my Synology NAS OpenVPN is handled by Apparmor. You could try, if on Android, the App Automate.
It can switch on USB tethering automatically according to the description.

Another option seems to be Android Tasker.

It's the host doing DHCP requests, I guess NetworkManager is involved in this.

Why you want forever?
Can you assign static IP's on that router?
