I don't believe Timeshift backups are incremental - on a machine with no changes made during the last week, the daily Timeshift backups (default settings) are 10GB each.

Just to rule out a dud USB enclosure/bridge, can you remove it and plug it directly into your PC (even if you just have it on your desk/table, with the leads running to it there)?

OK, so I grabbed an old HDD, and installed a fresh copy of Mint 19 Cinnamon onto that, installed the Brother printer driver & applied all updates (including kernel 4.15.0-36), and ... it scans and prints*. Sorry for the tardy reply - been meaning to write one, but work got in the way :( I think the problem is with your driver. Agreed, either the driver's a bit off, or there's some final config missing. If you want your parents to have a reasonably trouble free experience install 18.3, then manually install the latest 4.4 kernel ... if they are a bit more tech savvy just follow the upgrade prompts after installation from 4.10 which will take you to the latest 4.13.
