It seems the most recent update for the "chromium-codecs-ffmpeg-extra" package (65.0.3325.181-0ubuntu0.16.04.1) has enabled HD playback with YouTube TV. Tested in the most recent version of Chrome only, not Chromium.

I am almost positive I have seen this option somewhere before...but for the life of me cannot find it. I have been trying a lot of different Distros in VBox so I may have seen it somewhere else, but I am pretty sure there is a setting for this.

I might have misunderstood your post and if so, I apologize. Are you trying to listen to the Line In channel? I noticed in 18.3 that the Line In is muted by default and the Loopback is also disabled. If you launch alsamixer from a terminal, you can unmute and enable loopback. Just arrow to the right...
