a. Does the same thing happen if you boot temporarily into a live session, for instance a Linux Mint installation media?
Can you mount this partition then?
b. Are all disk management options available on Windows (scan for errors, repair, shrink/resize etc) for this specific partition?

Run cmd as administrator on Windows

You'll have to make sure that afterwards there will be no hiberfil.sys in "E"
Go to explorer's settings and make it to show hidden files.

but at least make sure you don't receive updates for obsolete versions.

gdebi is installed in Mint Xfce as far as I recall.
You have to double-click on deb package you downloaded to bring Gdebi up.

linux-firmware, microcode etc is used by your OS, applied at OS level.
System-76 firmware seems to deal with "UEFI/bios" firmware which is independent from OS. That's at least what I understand from that link.

Apps taking time to load the first time after a fresh boot on a mechanical disk is absolutely normal.
+30 secs... for Chrome... sounds too much but I don't have any prior standard to judge this figure.
I tested an old laptop with a hdd some time ago and Firefox was definitely taking less.

I install Telegram with the official binaries packaged as a tar.gz archive as well. I second Teadrinker's advice about switching from OEM to regular 6.5.x kernels. but you don't make us "enemies" by using oibaf's PPA just your system extremely unstable. I'm telling to ditch oibaf's not because I like to be disagreeable to new users but because it is a known system-breaker...

Its transition to Wayland has made good progress. They will use Wayfire/Wlroots as WM, so its future WM will be always state-of-the-art. After Solus announced they're dropping their Mate version because Mate DE has no clear strategy of transition to Wayland, this github repo showed up last October ...
