I've got Win10 and Linux Mint 18.3 MATE installed on my computer and I'm trying to boot to a USB drive to run Norton Rescue but no matter what I do (BIOS changes, different ports, etc.) it will not boot from the USB. USB port problem

I installed Linux Mint 18.3 alongside Win10 and my USB ports are now shut down. When I turn my computer off there is (or I should say was) power still going to them to charge phones, etc. even when the computer is off and now there isn't.
