Kinda late to the thread, but I'm glad you've got it sorted. Just in case, I just checked iCloud on my system and it's working as it should. I run LM 19.2 on my old MacMini.

While waiting for a fix, After booting I simply start Update Manager from the Menu then after checking for updates I close Update Manager and the icon and stays in the panel

I retired my Apple Time Capsule and bought the Synology RT2600AC router. Been using it for over a year. Highly configurable. Superb security. I have Express VPN configured right on the router so that all my wired and Wi-Fi connected devices connect through the VPN. On the downside, it's expensive.

You may need to disable the Mac's System Integrity Protection (SIP). Once disabled you should see the USB image when you reboot. Be sure to re-enable SIP when you've finished.
