Worst-case you can boot from a USB with the LM 19 iso on it, and use Timeshift on that to restore your working 18.3 install.

Can you press left or right straight away once the LM logo comes up during boot, it should give you some more info about what's happening.

I got the same error, it seems you cannot start cinnamon just by typing that.

Try sudo service lightdm restart

at the first reset, after the upgrade to Linux Mint 19, appears the written logo, "Ubuntu 19" instead of the logo "Linux Mint". Yes I see this too. But I see it on every boot. I had this exact same error yesterday. Trying to remember how I fixed it. That libGL.so is related to the libgl1-mesa-dev package. So I think I had to downgrade that.
