Mint's Backup Tool if you only installed software via Software Manager. Otherwise Mint's Backup Tool from my PPA or from upcoming 19.2, where I have removed that limitation. Cool! I just tested it in a VM with the daily builds repo for 19.2 enabled. Much better; this was sorely missed. :)
Reminds me I still need to update the man pages for mintupdate and mintsources in my PPA - so much has changed. ;)

Best practice is to apply all updates for they fix security issues and other bugs and to use Timeshift for system snapshot so you can easily roll back a rare problematic update.
