In My ASUS Gaming mATX Tuf Mobo BIOS, I had to go into:
Advanced -> CPU Configuration -> SVM Mode, change from Disabled to Enable.

Solved for me!

BTW: I installed the "Oracle VM Virtualbox Extension Pack" 6.0.12 as well, then restarted the computer, and that didn't help either.

I've got this problem myself. I've got an AMD Ryzen 5 3600 CPU, which is definately 64-bit. In the BIOS settings, there are no options for enabling or disabling VT-x and AMD-V. cat /proc/cpuinfo |grep -E "vmx|svm" ...indeed shows "svm" is there. Your directions to install ffmpeg-4 worked like a charm. Much appreciated! I just tested youtube-dl out, and it works again.

FFMPEG how install from official PPA

My ffmpeg is still version 3.4.4-0ubuntu0.18.04.1. The FFmpeg site currently has directions for installing the latest version in Debian and Ubuntu, but not Linux Mint. I'm guessing I should follow their directions with respect to Ubuntu 18.04? But FFmpeg lists no directions specific to Ubuntu 18.04 ...
