The first thing that concerns me is "media/root". Have you somehow set yourself up as the root user? If you have that's highly discouraged as it makes the system vulnerable. So I've figured it out, the difference is in the default start, ubuntu went to "Greyscale", Mint went to "lineart"

Greyscale works fine but lineart doesn't.

I compared the .sane entries in the home folders of Ubuntu 16.04 and mint 19.1 they look like this batch-lists xsane.mdf Hewlett-Packard:ENVY__4500__series.drc xsane.rc "batch lists", is an empty directory in both, xsane.mdf and xsane.rc are identical in both, but there are differe...

As expected, scanner woks fine in Windows, but what's odd it also works well in ubuntu 16.04.
Thinking it was an earlier version of Xsane I've checked and they are all 0.999. So is it the way Xsane is supported in Mint?

Does anybody else have this problem?

That's why the instruction was to copy and paste, you haven't typed them inexactly as shown. the first command is

Just another possibility here. Are you sure windows was wiped completely? The most common linux install is a dual boot, windows may still be in there but not showing up. Or you can just make a desktop link in 19.1 to you 17.3 home, then you aren't using extra memory with two lots of data.

Try with the usb stick first, if that runs OK try a dual boot install. I tried a laptop, and the wifi card didn't work out of the box, trying with a live USB will find any problems like that. I'm not following what you've done here. You're restarting after doing what exactly? Do you mean that you've copied mint to a dvd, then booted with the DVD in the drive, and grub doesn't show the DVD as a bootable option? If so that's normal, your booting from the harddrive, instead you have to boot...
