I know this on an old thread. If you have a dell computer, unfortunately I would recommend to keep using Linux Mint 18.3 or install xubuntu 18.04 LTS. I am just basing that on my experience.

Actually, it sounds like the sources.list is missing or corrupted. The Op will probably want to restore the sources.list manually to avoid deleting 3rd party PPA (Like Google, chrome, wine and etc). Make sure you don't have a cd/dvd in your drive unless you are using it. The posters above were correct but this can also cause clicking noise. It still wouldn't hurt to backup your software like the others said. I am just providing a possible alternatives that it could be.
