The reason it fails is that you are only elevating the echo command with sudo , which needs no elevation, but not the > pipe to the [file, which does need it. But I recommend using the sysctl command for this, anyway, thus: sudo sysctl net.ipv6.conf.all.disable_ipv6=1 makes perfect sense! does sudo...

I did in fact disconnect, I even hit the physical button to turn wifi off, then i rebooted. Network manager would not cancel ipv6 apparently. As far as failing for PPA addition, I think the layperson would be patient and wait the 5 minutes. It just irritated me because i'm smart enough to get myself...

SOLVED - I disabled i[v6 system-wide you were correct I do see IPv4 addresses resolve in your outputs so thought I'd mention it, if you don't use IPv6 (from ISP) then something may be waiting for it to timeout before moving on and I would consider disabling it. Ok, so i tried first with gnomon to time stamp it but it took too long and I ctrl+c at 18 minutes.
