apt policy network-manager-config-connectivity-debian doesn't generate terminal output on my computer.
I checked in Synaptic - I don't have package network-manager-config-connectivity-debian installed.

OK a few other troubleshooting steps to try and work out what is causing the issue. Can you read the dconf database from the terminal? This will try an pull the drag-threshold value that cinnamon-settings mouse choked on. Run this in a terminal window. gsettings get org.cinnamon.settings-daemon.per...

On second run sudo chown -Rc $USER:$USER $HOME took only about half a minute and both times there was no terminal output and also no effect. As suggested I created a new standard user account but I get the same issue there too. Also I noticed that the option Switch User now makes the computer freeze...

Have you logged off from Cinnamon and logged back in on Cinnamon after having done sudo chown -Rc $USER:$USER $HOME ? At least worth a try. Yes, I copy-pasted sudo chown -Rc $USER:$USER $HOME into Terminal, the command took about 1min to execute, then I restarted the computer but there was no effect.
