I am almost disappointed that there has been no cursor freezing since I posted. Perhaps recent updates have solved the problem... (?)

I am experiencing similar problems on an Acer Aspire 1, with Mint 19.1 and kernel 4.15.0-20-generic. Based on posts above, I experimented with function combinations, and looks like Fn+F6 turns on and off for me. Next time my cursor freezes after suspending, I'll try Fn_F6 a few times, and see what h...
